Shenzhen Longgang District Releases Ten Policy Measures Supporting OpenClaw / OPC 226

To thoroughly implement General Secretary Xi Jinping's important instructions on developing future industries, fulfill the strategic deployment outlined in the 2026 Government Work Report regarding the cultivation of future industries such as embodied intelligence and humanoid robots, and seize the opportunities presented by the first year of mass production of humanoid robots and the explosion of embodied intelligence, Longgang District has fully leveraged its advantages as a full-domain, full-time artificial intelligence application demonstration zone and its complete intelligent hardware industry chain. Focusing on the "One-Person Company" (OPC) — the most dynamic innovation unit — and using the OpenClaw intelligent agent as the technological lever, and in light of the actual conditions of the district, the Longgang District Artificial Intelligence (Robotics) Office drafted the "Several Measures of Longgang District to Support the Development of OpenClaw & OPC (Draft for Public Comment)" (see attachment for details).

Public comments are now being solicited from the community. The public comment period runs from March 7, 2026 to April 6, 2026. To implement the "Shenzhen Action Plan for Building a Leading Hub for Artificial Intelligence OPC Entrepreneurial Ecosystem (2026-2027)," deeply carry out the "AI Plus" initiative, vigorously cultivate new business forms and models of industrial development, and build an AI OPC entrepreneurial ecosystem characterized by industrial clustering and vibrant innovation, these measures are hereby formulated.

1. Free OpenClaw Deployment and Development Support. Market-oriented and professional platforms and carriers are encouraged to launch "Lobster Service Zones" that provide free OpenClaw deployment services; eligible entities will receive certain subsidies. Support is provided for the development and promotion of OpenClaw-type intelligent agent tools. Entities that contribute key code to mainstream international communities, develop and list skill packages related to Longgang's advantageous industries on skill trading platforms, or develop application projects integrated with embodied intelligence devices will receive subsidies of up to RMB 2 million after verification.

2. OpenClaw Exclusive Data Service Support. OpenClaw Exclusive Data Service Support. High-quality desensitized public data in areas such as low-altitude, transportation, healthcare, and urban governance will be opened up, with fees for public data usage reduced or exempted. Entities that purchase data governance, labeling, and data asset recognition services for development, application, and research related to the OpenClaw framework will receive a 50% discount based on the actual fees paid. Enterprises that purchase self-developed, out-of-the-box ai NAS (Lobster Box) products will receive subsidies equal to 30% of the market price.

3. Support for the Procurement of OpenClaw-type Intelligent Agent Tools. The "OpenClaw Digital Employee Application Voucher" program will be implemented to support enterprises in procuring or self-building OpenClaw intelligent agent solutions. Subsidies will be provided at no more than 40% of the total project investment, with a maximum annual subsidy of RMB 2 million per enterprise.

4. Support for OpenClaw-type Intelligent Agent Tool Application Demonstration. Focusing on fields such as intelligent manufacturing, smart government affairs, smart parks, and smart healthcare, a batch of OpenClaw deep-application projects with strong innovation and good application results will be selected annually, awarded the title of "Longgang District OpenClaw Application Demonstration Project," and given a one-time reward equal to 30% of actual investment, up to a maximum of RMB 1 million.

5. AIGC Model Invocation Support. For AIGC enterprises within the district that meet certain conditions and use leading domestic multimodal large models for AIGC creation and production, subsidies will be provided at 30% of the actual model invocation fees paid, with the cumulative annual subsidy for each enterprise not exceeding RMB 1 million.

6. Computing Power and Scenario Application Support. Intelligent computing resources will be coordinated to provide newly入驻 enterprises in verified OPC communities with three months of free computing resources (including but not limited to general-purpose computing and intelligent computing) and related basic technical support services. Based on dimensions such as technological innovation, market promotion, application effectiveness, and development potential, demonstration scenario projects with industry-leading status will be selected annually, with support provided at up to 50% of the actual investment of the project (non-government investment projects), up to a maximum of RMB 4 million.

7. Talent and Entrepreneurship Space Support. To attract young talents to settle down, subsidies of up to RMB 100,000 will be provided in tiers to newly introduced doctoral, master's, and bachelor's degree talents who settle in Longgang. Newly registered or newly relocated OPC enterprises in Longgang will be provided with free accommodation for up to two months to reduce landing costs for talents. Outstanding OPC founders or core talents who receive the "Longgang District OPC Person of the Year" award will be granted corresponding benefits such as medical insurance, children's schooling, and talent housing in accordance with regulations. The "Happy Career Office System" of "one desk, one office, one floor of an office building" will be implemented, providing OPC enterprises with office space优惠 periods of up to 18 months to lower the门槛 for startup teams to落地. Social forces are supported in participating in the construction of OPC communities; verified OPC communities will receive annual support of up to RMB 4 million for their operating institutions.

8. Fund and Financing Support. The district's Science and Technology Innovation "Seed Fund," Longgang Yuntu Industrial Fund, and Artificial Intelligence Industry Mother Fund will be effectively utilized to provide investment and financing channels for seed-stage OPC projects with high technological content and strong innovation capabilities (with priority given to youth talent entrepreneurship projects). Eligible projects will receive equity investment support of up to RMB 10 million.

9. Product Going-Global Support. Relying on the District Enterprise Internationalization Service Base, an OPC "Going-Global Service Station" will be established, integrating one-stop services such as market expansion, cross-border logistics, and compliance consulting, building an agile closed loop from demand sensing to product delivery. Export-oriented OPC enterprises that purchase export credit insurance and meet relevant conditions will receive a certain proportion of premium support.

10. Competition and Awards Support. OPC teams that win awards in activities such as "OPC Hackathons" and innovation and entrepreneurship competitions hosted in Longgang District will receive reward support of up to RMB 500,000. Individuals who win awards in the "Longgang District OPC Person of the Year Selection" activity will receive reward support of up to RMB 100,000. The same entity will enjoy support in accordance with the principle of higher standard without duplication.

These measures shall take effect as of X Month X, 2026 and remain valid for 3 years.
